House to debate spousal abuse

October 20, 1999

OTTAWA- Jay Hill, MP for Prince George-Peace River announced today that his Private Member’s Bill (Bill C-223) entitled the New Identities Act, has been drawn for debate in the House of Commons.

The New Identities Act, if passed, would provide federal protection under the witness protection program, by creating new identities for those whose lives are in danger because of acts committed by their current or former spouse.

"It is shocking that in a country like Canada, women and children are hunted by their abusive spouses and forced to live in fear for their lives. Their only alternative is to go into hiding, leaving behind their jobs, families, and friends. Unfortunately many of these women are found, beaten, and some are even killed. I have met with some of these women who told me their personal stories that I found absolutely appalling," stated Hill.

Human Resources Development and Revenue Canada presently run an ad hoc program called New Identities, whereby government officials assist desperate individuals in acquiring a new social insurance number and relocating under a new identity. The problem with the program is that it is operating without a mandate or a budget.

"Domestic violence is a crisis that effects Canadians from all walks of life. It is crucial for all parliamentarians to work together to eradicate it. In the mean time protection must be provided to those in desperate need, that is what my bill endeavours to do." concluded Hill.
